Common Ground helped the Housing Authority of Grant County secure financing and provided development consulting services for this groundbreaking project in the late 1990s. Governor Gary Locke had seen shipping containers used as temporary emergency housing during a recent visit to China and Japan and wanted to integrate this idea into housing the rapidly growing farmworker community in Mattawa. So Common Ground and a diverse team of other innovators came together to create the Esperanza community. This project outfitted 26 forty-foot-long stainless steel shipping containers with plumbing, heating and cooling equipment, transforming them into seasonal homes for farmworkers and their families.
